The refrigerator fan wll quit blowing in the ref unit and coils freeze over under bottom shelf. Unit quits cooling, freezer unit stays cold. ice maker is ok. We defrost coils with a hair dryer and it will work ok for a few weeks and then does it again. Is it the defrost time or control board?

I have ice buildup on the floor of my refrigerator. Manually defrosted it using a hair drier and ensured the drain hole under the unit was clean. But it started icing up again after a week. I guess the defrost timer or defrost element is broken. Found them on the parts list but how do I get to them in the refrigerator (through front or back)?
