When we turn the oven on, the top coil turns flaming red, but the bottom coil doesn't turn red to preheat. What could the problem be?

There are small metal clips that hold the heating element in place in the oven. I need to replace the heating element but I also need to replace the clips. Where can I get those?

I need a broiler element for my oven. The manual says it is a JRS04-24" single wall oven. The model # on the oven door says JRS04B0W6BB. I cannot find this when I search and am unsure of which part to order. I would appreciate your help in ordering the correct broiler element!
