What does control panel AP2071638 control? Does it control the water input to the ice maker? Does it control anything else other than the ice maker and water flow? Thanks!

The board you are looking at controls the ice and water dispense and the lights in the dispense area. The ice maker module controls the water fill into the ice maker per cycle.
Water dispenser works fine on our GE profile. No ice in ice maker. Have checked arm, seems ok,doesn't cycle in down position. No power to water valve on icemaker side. New water valve?
Answer Hello Steve. You need to check and see if there is power going to the water valve when the icemaker cycles. If so, replace the water valve on the unit. If not, or the icemaker does not cycle, you will need to replace the icemaker on the unit. Also, check and make sure the fill tube on the unit is not frozen and clogged. If so, replace the water valve and thaw out the fill tube. You can test this with a multi-meter TJMA-DMT3. I purchased the GE WR55X129 control panel thinking this would resolve the issue that the selector switch when in the "cubes" position dispenses whole cubes. Whether in cubes or crushed position I still get crushed ice; I do get water when the switch is in the water position. Thanks for the assistance!

Based on the information it sounds a though the crushed cube solenoid may be stuck, broken or the bin arm that goes into the solenoid is not in place properly. Check to make sure that when you pull the ice bin out that in the little window in the back that the solenoid bracket is in the down positon. Reinsert and see if you get cubed ice. If not or if the solenoid arm is up and will not come down then you would need solenoid.
How do I install this control board. How do I get to it in the freezer door. Are there instructions online?

To access this control board you will take the cover off the dispenser assembly. This will just pop off as it just has push clips on the back of it. Once this is off you will remove the screws holding the dispenser and control board in place. You would then disconnect the wiring and pull control board out and install new.
I got a smell from the ice and water contrl area, and it was hot to the touch. 1 do I need to change the whole control board and 2 can I keep the refrig on until I get the parts to change it?

You would have to replace complete dispenser board due to individual componets not available. You can leave unit running just disconnect the wire harness at freezer door. This would be at either top or bottom hinge. More than likely the top.

Had a power surge and refrigerator is not working. I assumed it would need a new control board but cannot find the location. Does the control board behind the ice maker control the whole appliance or just the ice maker?
Answer Hello John. This model does not use a control board. You will need to check and see if the cold control WR9M424 is sending power to the compressor. If not, replace the control. If so, the start relay on the compressor may need to be replaced on the unit.
