bake element burnt out (burn through side) unit was replaced with new element. Still not working need how to test oven controls. Have meter and know how to use it, no info with range about readings.

The model number listed is not showing as a valid model and we would need you to double check the model number. In general on most control boards with the unit set for bake you should have a reading from bake to L1 of 240 vac. You will also want to make sure that there is not a high limit thermostat on back of unit that may have tripped when element went out.
