Fan comes on but compressor wont come on. I know timer is bad, I used to be able turn it by hand to get a defrost cycle, but now no cooling.?
Most likely the reason the compressor will not come on would be caused by either the defrost timer or the PTC relay. You can test to see if you are getting power to the relay and if so then the timer is not the issue but would be the PTC relay.
