What causes the inner tub not to float for the agitator to kick in. The basket is stuck on the shaft, and I know it suppose to come of easy but it doesn't. It gives an ol code do they see a new shaft.

The most likely cause of the inner tub not lifting and getting the OL code is due to at some point the unit has been overloaded and the drive hub is most likely damaged. To take out the basket as long as you have the agitator out and any screws that hold the tub in place out then you would just lift it out. You will want to look at the drive hub once the tub is out and check for damage to the hub and replace hub 280145.

Are both plastic chambers filled with fluid? I took mine off and only the top chamber was filled. Machine is out of balance. Thanks. I've already tried everything else posted on the internet for Cabrio's balance.

Only the top ring holds water. The lower ring is air.
Have you tried removing the grease from the tub supports? The manufacturer greased them from the factory and said after the fact that the grease needs to be removed as it causes too much movement of the tub assembly during spin and it's amplified by larger loads. They also have a kit that replaces the suspension system and has plastic cups that the support rod ends set in W10189077. This kit should not be lubricated at all even if the instructions with it says to lubricate the cups. All grease should be removed with rubbing alcohol to prevent leaving a residue.
