In my double stack oven the top oven top element works the bottom element is not working. I replace the bottom element with a new element nothing change. I test the electric and I found that no electric was found in the wire. What is the problem with the oven?

Our oven control panel shows the time and each of the bottom row buttons work, except for the timer button, however, the upper row buttons don't work. The upper row buttons are the cancel button and the up arrow to make the oven temperature higher. At first it was just the timer and cancel buttons that stopped working, then after a month or so, the up arrow stopped working. Is this a control panel problem, or could it hopefully be caused by something else that is less expensive to replace? The oven does heat up correctly, and the lower oven has no problems at all. Thank you.

The control unit does not turn on nor the clock. There is 240 volt into the unit. Would this mean the control panel is defective? There is no light on the upper oven control unit. The lower unit works just fine. The light goes on on both the upper oven and the lower oven,
