The control panel will not light up and the oven fan blows all the time.

This sounds like a control board W10197044 failure since both the fan and the display have the control board in common.

If your model is actually RBD305PDB12, as per the wiring diagram, if there is no wiring issue, the problem will either be a bad fan motor 4455334 or a bad control board 8302967.
Are there any wall ovens that do not require a blower fan? What is the quietest fan, if I have to have one?

Fan stopped working. Oven still cooks just fine but planning on cooking a turkey for Thanksgiving. Any danger of cooking without the fan?
Answer John, No there is little to No "danger" using the oven without the cooling fan operational, It may even work long enough to cook a turkey. I would expect the control panel and control board to get "hot" and in that case, the control may shut down and go blank, or produce an error code. You will need to check for 120 VAC to the cooling fan motor when yopu program a bake or broil cycle. If the voltage is present, the control board is OK, and you need the blower assembly 4455334, if no voltage is present, you'll need the control board W10340935.
My blower won't spin and it makes a humming noise. Could it be gummed up with grease in the area or does it need to be replaced?
Answer Hello Amy. This design fan gave Whirlpool an issue, thus the kit 4455334. It has been changed to resolve the problem so if you install the kit, the issue shouldn't reoccur. Have a great day!
