I changed the filter but the water and ice does not taste good. I pulled the new filter out and there was not any water on it . It has been a few weeks. Any tips?

My ice maker seems to be working fine but the ice tastes bad lately. Some one asked me if I had changed the filter. Well, I had no idea that it had a filter. I think I found out from pictures that its in the front, but my question is how do I change it? Does the water have to be turned off? Or the power? Is there some instructions on the new filter, when I purchase one? Thank you so much.
