I have a Samsung French door refrigerator with a panel on the front that controls the settings for the refrigerator. It is stuck on water and the door alarm will not stop going off. What do I need to repair?

This can be the display board, the main control board, or the associated wiring. You will need to troubleshoot for the issue. If you had posted an e-mail address we could send you some illustrated troubleshooting literature to simplify your repair.
No cooling at all, both fans work, compressor gets hot, replaced with your main control board, NO CHANGE. COMPRESSOR STARTS FINE. cleaned the fairly clean coils.
You will want to check the frost pattern of your evaporator coils. If the coils have a even frost pattern then you will need to look for a air flow issue but it sounds like from the description that you have a sealed system failure. With no frost pattern and the compressor getting extremely hot then it would be a restriction in the sealed system or if there is no frost pattern and the compressor is warm but not overly hot then there may be a leak.
I just wanted to confirm that the ecb is the problem in my refridgerator. If I plug it in it works fine, but after 2 or 3 days it stops cooling. It runs constantly when plugged in. I also wanted to confirm part # for electronic control board. AP4137435
Based on this information it sounds like the control board may be the issue but you will also want to look to see if the evaporator is impacted with ice and check the sensors in the unit to make sure that they are good as well. The PBA is part number DA41-00134F.
