The new belt I got to replace the old, is substantially shorter. I realize that there would be some stretching of the old belt, but I can't for the life of me see how we're going to get the new one to reach. Any tips or tricks you can share?

The belt on these do appear to be too short. This is intentional on the manufacturers' part as it provides a quieter running machine. The installation is simple if you put the belt on the small motor pulley first and use the large pulley to spin the belt onto the large pulley. It will seem awfully tight, but it will work as designed.
How do I release the tension to replace the belt?

The belt has to be "rolled" off. There is no tension release. You have to carefully apply pressure to the side of the belt so when you rotate the pulley, it will roll off. The re-installation is the exact opposite.
