My top oven went straight to broil upon turning it on and will not turn off by the controls. The only way to turn off is by turning off the breaker. It is stuck on broil even when you flip breaker without touching the controls. Is this a control panel issue or wiring short?

This is most likely a welded (stuck) relay on the control board 7601M285-60. To check so you don't order a part you don't need, turn the power off to the unit and access the clock assembly. Remove the wire from the broil terminal, (it will lead to the broil element), and make sure it cannot short to ground. Turn the breaker back on and check from ground to the terminal you just removed the wire from. If you find 120Vac on the terminal, replace the control assembly 7601M285-60. If you read zero volts, there is a wiring harness issue.
