Dryer works on only two manual settings. Diagnostic test showed no error codes. What to check next?

This indicates a possible restriction of the exhaust ducting in the home. All of the same components are used inside the unit for the manual cycles so the ducting should be checked for crimps, clogs, and excessive length. A fault code would have popped if an issue were present with the thermistor.
Whirlpool Duet Electric dryer won't start. Fault code F31. I followed troubleshooting guide and found thermal fuse blown, replaced, cleaned machine no obstructions or severe lint build up. The duct is clean, too. Ran for 2-3 minutes and stopped again. Now I have code F23 and F31, thermal fuse is blown again. Any advise?

You should unplug the unit and look for burned spots on the receptacle prongs. These are the indication of a loose wall outlet. Then check the contention of the cord to the terminal block in the back of the unit. The F-31 fault code is a "L2 Line Voltage Error" per the tech sheet. As per the tech sheet: F:31 flashes if a low voltage condition (less than 30 V) has been detected. This fault code appears ONLY when in the
Diagnostic Test Mode. Check to see if a household fuse has blown or a circuit breaker has tripped. Confirm the power cord is properly installed and plugged into the power outlet. Check the relay connections on the electronic control. The F-23 fault code is indicating the outlet let thermistor is shorted. See test 4a page 7 of the tech sheet. It should read from 11.5K ohms to 13.5K ohms if the outlet thermistor is a good part.
