The ice despenser is not functioning. When the lever is pressed, no noise is made and no ice is dispensed (crushed or cubed). Is this a problem with the control panel or could it be something else (switch, motor, etc)?

You would want to check the dispenser bracket for it being broken. To access this you will remove the drip tray and using a flat blade screwdriver under the bottom of the dispenser cover, pop the cover off. Once off you can look at the switch on the left side to see if the switch moves around freely when the dispenser lever is pushed. If it moves around then the pins holding in place have broken and bracket W10184875 needs replaced. If it does not move freely then you want to check to make sure that you are getting 120 vac to the motor. There is a panel at the top of the 3 rd shelf from the bottom of the door that you would check the voltage at. If power there and motor not running then you would need to replace the motor W10271509.
My water dispenser does not fuction. I tested the water valve and both solenoids have continuity and water is available (ice maker fuctions properly). I can hear the switch when you depress the lever. Could it be the board?

Answer David, Yes, it could be the dispenser board 2224064B but you could still have a faulty fill valve W10247725. Since you have a multimeter, disconnect the purple and white wires from the fill valve, attach the meter leads to the wires, press the water dispenser paddle and see if you have 120 VAC across the two wires, If voltage is present, you'll need the valve, if no voltage is present, check the wiring at the freezer door hinge, then the control board, and replace the assembly if alls OK.
