I have a whirlpool double oven and unit is completely dead. We have checked all power connections including the breaker. The control panel has been replaced about 5 years ago but I cant remember if unit went completely dead that time. Would this be another bad control panel or a blown thermal fuse.

This could be either a bad thermal fuse 4451042 or control board 8302967. You can do a continuity check on the thermal fuse to see if it is bad. Also if you check L1 to N on the control board you can check to see if you have power to control board. There should be 120vac on the control board L1 to N. If no power then probably thermal fuse. If there is power then control board is bad. You can test this with a multi-meter TJMA-DMT3.
