As soon as I turn on the washer, it sits there for a few minutes not taking in water, then it displays an error code f28 but the door is not released. WFW9400SW Duet. What do I need to do?

our washer finishes the wash, and the clothes are still soaking, as if the spin did not finish. Often resetting the washer to Drain/Spin and restarting a couple of times gets it to finally spin the clothes dry. The repairman said that it was the motor W10140581 and/or the motor controller W10163007 so I replaced both of them with new products. It has not fixed the problem. I don't know if the new motor controller is bad also. I am considering replacing the unit controller W10160255 with the replacement W10205842. Please help! Thank you!

Washer runs for about 2 minutes then has F01 fault on display. Door is locked and have to power down to reset fault. Checked all wiring for control board and appears good. no clogs found anywhere. F01 fault happens on any cycle that is selected.
