Is it normal for the heating elements to cycle on and off? Or are they suppose to stay on? When set on high heat it heats for about 45 seconds then shuts off for about two minutes then back on again and repeats the cycle. All heating elements are working and get hot.

Dryer runs/spins, but there is no heat. I have checked the thermostat with a multi-meter and everything seems to be fine. The vents are clean, air flow is fine. Do I need a new heater element? If so, what is the part number?
