My dryer works fine on medium and high heat settings but on low or delicate settings the clothes come out damp or not dry at all. All venting is clear. Any suggestions where to look next?

Blowing thermal fuse at heating element. Both limit and cycle thermostats check ok. Vent clean, heating element good. Found booster heater at cycling thermostat open. Would this cause the heating element to over heat. Thanks, Bruce
