How do I test the heater thermostat? Is it normaly opened or closed when cold?

It should be closed until heated to the specific temperature rating of the thermostat at which time it should open until cooled.
My dryer works fine on medium and high heat settings but on low or delicate settings the clothes come out damp or not dry at all. All venting is clear.
Any suggestions where to look next?
You will want to check the selector switch to make sure that the switch is good. Test continuity for the fabric selector from pin 1 to 2 and make sure that there is continuity when set to delicates. If this checks ok then the issue may be caused by a failed cycling thermostat.
Blowing thermal fuse at heating element. Both limit and cycle thermostats check ok. Vent clean, heating element good. Found booster heater at cycling thermostat open. Would this cause the heating element to over heat.
If the cycling thermostat is open it would not cause the heater to overheat. The cycling thermostat being open would cause the heater to not come on. The high limit may not be opening quick enough which could cause this issue to occur.
