I've been having issues with my refrigerator as well. The fan next to the compressor is not running. Is this fan suppose to be running when the compressor is running? I also notice that a heat strip of some sorts seems to stay on around the gasket on the door. Please advise.

Overload was tripping and compressor buzzing, no cooling. After compressor cooled amp draw was normal but still tripping. Replaced cap, starter, overload assembly. Ran fine for a few hours, freezer down to 10 deg F then problem started all over again. Condenser coil is clean.
