I would like to replace the knob but the whole fan knob unit had gone inside. I believe I have to lift up the top in order to gain access to the fan knob unit but I am having a hard time trying to lift up the top. Is there a way to lift it up?

Discontinue power to the unit and verify that the power has in fact been turned off. This will prevent the possibility of electrocution. Disconnect the downdraft duct under the unit to allow the unit to be pulled up. Place towels on either side of the unit folded to prevent damage to the counter top. Now lift the unit and turn it diagonal to the counter top opening and allow it to rest there. Remove the screws around the edges of the cook top and around the inside of the vent area. The top should raise up at this point.
I have removed the old knob and spring and there is a small spoke with a black round jacket around it. Do I need to remove the black jacket which is quiet strongly in place in order to put this new knob? Is it possible for me to send a picture, so it is easy for you to see what I am talking about? Thanks.

If the new knob has the sleeve in it, the sleeve will have to be removed from the stem to get the new knob on properly. If this is the case, you can get the sleeve off of the stem with a pair of diagonal cutters and something between the pliers and the control panel to prevent any scratches or other damage. If the new knob hasn't got the sleeve in it, it should go on with no problem.
