Control panel is blank- will beep long 3 short if you push start. Light works. What is problem?

You will want to check from L1 to N on the control board. If you have 120vac at this point then your control board W10406070 has failed and will need to be replaced.
The LED readout on the back panel of the stove reads " - F 5 - " The panel clears itself when I press "off" and shows the time of day. But it goes back to the error reading after a minute or two. If I turn on the oven, it will start to pre-heat, but will go back to the error after a minute or two, and oven will stop heating. This is an EZ - 200, but older; maybe a 2000 -2005 model.

The F5 erro code indicates a door latch issue. Things that you want to look for are as follows:
1. If door latched:
Disconnect power from unit.
Check wires and connectors from control to door switch, then from door switch to control. If no damage to wires and all connectors okay, proceed to step C.
Replace door switch.
Re-apply power.
Press and hold any key down for 1 minute to clear F5 failure code from memory. F2 will appear. Press CANCEL and observe for 1 minute to ensure operation is correct.
2. If door not latched:
Disconnect power from unit.
Check wires and connectors from control to latch switch, then from latch switch to control. If no damage to wires and all connectors okay, proceed to step C.
Repeat steps A and B for door switch.
3. Measure door switch (door open = switch open small low voltage terminals). Replace switch if defective.
4. Measure latch switch (unlatch = switch open, CAUTION - oven light contacts are closed). Replace switch if defective.
5. If corrections are made in any step, reconnect power to control. Press and hold any key for 1 minute to clear R failure code from memory. F2 will appear. Press CANCEL and observe for 1 minute to ensure operation is correct.
6. If failure remains, disconnect power and replace control.
Replaced thermal fuse have power back to oven but no heat to top oven. Help! There is power going to both elements but no heat.

Answer Hello Kathy. If there is 240 volts at the element and it does not heat, you will need to order the element. It is bad.
