This is either low water pressure to the unit or a failed water inlet valve. Check that the supply facet is on all the way, make sure there are no crimped water lines, and it normally isn't a bad idea to remove the water line from the unit and put it in a bucket or plastic trash can and turn it on to check for sufficient water pressure. The reason for all of this is the fact that the water valve contains no spring or anything to aid in its' closure. The only thing that closes the water valve is water pressure. When it is energized, the coils magnetic field kicks the valve open. The water pressure pushes the valve back to the closed position when the magnetic field breaks down.
There is another possibility. If the motor module W10190935 is out of time from one of the little plastic tabs in the center of the white plastic geared wheel being broken or if a set of contacts inside it are stuck closed. This isn't as common but not unheard of.
