Top oven will not heat up, thermostat clicks in and out like it is working, but oven will not heat up on bake or broil?

Oven does not heat up to temperature. If Panel is set to 350 the overn will heat up to 325 and then beep like it is at desired temperature. Maytag technician replaced sensor and door seal but still does not work correctly. This oven is 19 year old but would like to keep it since it is built in. Should the panel be relaced or thermostat next?

my bottom over works but the top does not: I replaced the top ovens thermo but it still didnt work: I noticed that the fan doesnt go one when i turn on the top oven switch but when i turn on the bottom it goes on: then i noticed that the fan wires go both directly to the bottom thermos but is pig tailed on to the top thermos: should i change the bottom thermos too? thank you , debora

When using the top oven, it will not hold temperature and f3 code pops up. Could this be the thermostat?
