Is this part a limit or does it control the heat? What controls the heat if this is not the part?

The part you were looking at prevents the magnetron tube from overheating and burning out. The thermostat 8206026 is the cavity over-temperature thermostat. As far as temperature control, the only thing that controls the temperature is the time the magnetron is energized based on the power level you have selected.
