Unit fills and empties on normal cycle but does not wash on normal cycles but works on delicate cycle Would this be a timer issue?

My washer will work, but the cycles sometimes do not run. When I reset the cycle, it will run, but then stops. If I pull oin the timer control knob, the washer will work, but stops if I let go. I think it is the timer. Does that sound right?

I can turn the pulley with the belt on or off in either direction. I *think* the tub is turning, as it feels and sounds like something more is moving than just the wheel, but it is impossible for me to turn the pulley under the washer and look into the lid at the top of the machine at the same time Is there any way for me to tell if it is the drive belt that is worn out/too loose or if it is the motor before I order the part(s)?
