My washer will start wash fine and works great till it gets to the point where it needs to switch to the rinse cycle then it seems like it stalls you can here a sound like the timer is trying to run but it doesn't you have to push the button in and advance the timer to rinse and then it finishes on its own. What do you think the issue is?

Having issue with not being able to fill tub with water (for either wash or rinse cycles). Both the Hot/Cold water are operational, but water drains during fill process and never reaches set level. I've replaced the timer thinking there was an issue with switch contacts, assuming it was controlling a drain valve, but looks like I was wrong. From what I see - water going in directly drains out. Can you help? What controls water drain function? Thanks!!
