Answer Hello Bj. You will need to lift on the locking tabs on the outer top 21001531. Then as you lift them, you will work your way around the top assembly and lift the assembly off the outer tub. Hope this helps.

Answer Hello Jim. That is from soap and liquid fabric softner. It sticks to the inside of the tub ring and gathers lint and debris. Hope this helps.
