Machine fills and empties just fine. It also spins without a problem, but it does not agitate. Makes a lot of noise when trying to. Belt looks okay. Is it the transmission?

My washer will wash and rinse but will not spin fast enough or not at all. I believe there is a slight bearing noise coming from the lower bearing, so I plan to replace it, along with the obviously worn belt and the slightly worn break pads. With the belt off, I spun the transmission and drum by hand. Although it turned freely, it seemed a little heavy for the motor to spin fast enough. Could the transmission be bad? It seems unlikely that a bad bearing would be enough to slow it down, I could be wrong. Any tips or advice is greatly appreciated.
