My washer is really loud running. There is water under. I was wondering if it could be the drain pump and pulley, for one pulley wiggles and the water on the floor. The belts getting burnt up like its slipping just trying to get second opinion before I buy part.
The pump would be something that you will want to check. It does sound like the bearings in the pump have seized which would cause the unit belt getting burnt up and would cause the leaking issue. You would want to tilt the unit back and check to see if the pump will turn easily by hand.

This sounds like there may be an issue in the timer causing the water valve to energize during the final spin. If you open the lid and actuate the lid switch, put the unit into spin and make sure there is no water dispensed during the final spin. If there is, you need to replace the timer. If not, make sure the unit is draining completely in about 90 seconds or the drain pump is not operating properly.
