I ran an ohm test of the elements. Small element had no continuity, so I ordered a new element. Larger element read continuity, but the switch was not controlling the heat output correctly. I ordered a large surface element switch. Followed the suggestions sent with the order, replaced the parts, cleaned surfaces that are otherwise difficult to reach and the two elements are now operating fine. (The replacement switch connection tabs have a different configuration--read the L and H with numbers on each switch to match the connection correctly)
