Victor, with the power supply turned off, the knobs would need to be removed, along with the supports. Once removed, the facia panel will lift up, exposing the mounting screws of the control. With the mounting screws removed, the wires of the control can be switched over one at a time.

Tom, the easiest way to test for voltage would be to pull the range out and access the wire connections of the broil element. Once accessed, a broil cycle can be started and the wires on the element can be tested for 240VAC. If voltage is present, the broil element has failed if it does not heat. If there is not voltage, the control would be the cause of failure.
