Kelvin, as there is a small leak when the filter is removed, this would indicate that the bypass valve in the filter case is not seating properly. With this occurring, the filter case assembly DA82-02869A would need to be replaced. In regards to it not dispensing water when the filter is installed, You may want to check to ensure that the gasket on the old filter did not come loose and stay inside of the filter case as this can cause the filter to not seat. If the gasket did not come loose and stay in the filter case, then this would be another indicator that the filter case has failed.
