Barry, To test a capacitor you would test the resistance. The capacitor should start off with resistance then drop to 0. If it does not do this then the capacitor is faulty. This is not likely the cause as the capacitor would be for run and since the motor will not start then the issue will most likely be that the start winding on the motor is bad or the timer has a stuck contact that would cause it to try to run on both agitate and spin.

Walter, There are a couple of things you want to check, first. Make sure the loading lid is in properly and there is very lid play in any direction, and the lid hinge balls are not worn out or cracked. Check the lid and make sure it is not bowed in, from setting things on top of the washer. Remove the control panel and check the lid switch assembly WP22001682 for proper operation and adjustment.
