Butch, The tine clip is a "snap/friction"fit. The "C" shaped clip will be inserted onto the rack wrung, with the side extension away from the tines, insert the tines into the openings in the clip, insert the tine clip onm the ends of the tines in the same manner and install the tine clip to the rack wrungs.
