Hello Bob, This is how it is designed. All of these will spark all surface burners when one is turned on. Now if it is sparking the burners without turning a surface gas valve on, the issue is either a bad ground or the spark module. The answer to your second question is, "I don"t know". It is impossible to give an accurate part number without the model number to look it up by. The answer to your third question is yes. The top on most models have to be accessed from the top. To give more complete instructions, again I would require the model number so I can see which configuration you have.
