Answer Tom, You will need to test the thermostat and high limit on the heater housing. If those pass a continuity test check the resistance of the heater, it should read between 10 and 50 ohms, If all these tests pass then you will need to remove the leads from the heater and isolate to determine what side is not receiving voltage and go from there. One side only goes thru the motor and straight to the heater and the other side is from the timer and goes thru all the tstats.
