In both cases, motor was getting power which was indicated by humming and it was also fairly warm to the touch. With power off, checked to make sure motor spun freely and belt was okay. Both were fine. Replaced capacitor and "bada bing bada boom", it worked. Completely hidden from view was the fact that the capacitor blew out it inards. After I removed it, it became immediately apparent that the capacitor was bad. Prior to that, I was just hoping that it was the problem.
