At first I thought it was a bad bake element so I ordered a new one. But when I went to install it, I checked the ohms on the old bake element and it measured 20 ohs just like the new one. I dug deeper and found that the L2 voltage was going into this control board, but no L2 voltage was coming out. Unfortunately this board is not serviceable so I replaced the whole thing. Replacing the board was easier than diagnosing the problem.
