First, I pried open the old arms, and cleaned them out. Then press fit them back together. That was a mistake. They came apart during the next wash and I had burned plastic at the bottom of the dishwasher.
I ordered replacement parts (upper and lower arms) which arrived in 2 days. Fast. It takes only 1 minute to replace the arms. The dishwasher is now cleaning as it should.
