I removed the top and front of the dryer. I proceeded to remove the heater assembly from the bottom right section of the dryer. I tested the two controls and the heater coil with a multimeter on the ohms setting. There was no continuity thru the coil indicating a break in the coils.
Then it was just a matter of re-installing everything in the reverse order.
I recommend removing the upper panel behind the door opening panel and then pulling the drum especially if you are changing the belt (always a good idea to install a new belt) for easier access to the heater.
