Solution was to replace the evaporator fan motor.
Diagnosis included gaining access to view the evaporator fan. Plugging in the fridge initially, the condensor and condensor fan would start, but the evaporator fan would not. Putting the fridge in diagnostic mode and running the fan test it would not move, but if prodded, it would start. Attempted the first test again and saw the fan "stuttering" trying to start. Giving it a nudge and it would spin.
After replacing the fan motor, the fan would immediately start, as well as appear to spin much faster.
