Tore it down and measured the thermal fuse was open circuit. I tried just replacing it, and it dried for a course of cycles and then quit again.
Second teardown, both the thermal fuse and thermostat were reading open circuit. I just replaced the whole heater including both sensors. I probably could've gotten away with just the sensors but I'm in for the long haul and needed to get back up and running.
Dryer now works great. I replaced the moisture sensor bars while I had everything else torn apart.
