I replaced the thermal fuse. Pulled the oven out of the cabinet, removed the rear panel and top panel. Found the fuse. It was a fairly easy job. I didn't need to remove the rear panel but didn't know that.
Just remove the top panel. Locate the fuse -- It's on the back left inside a small recess. Pull the cables off gently. Have a medium size (6"-8") Philips screwdriver to reach the fuse - two screws. Replace the cables, attach the panel -- actually had a moment with this. The sheet metal got bent on a hanging screw near the front of the oven. Had to bend it straight with some pliers.
Place the oven back into the cabinet, put the door on, screws, and flip the breaker back on. It heated up right away.
