I assumed it would be the element because, for this, it usually is. Everything else worked. So I ordered a new element, that didn't fix it. I traced the wires and found that one lead of the element went to the transformer and relay board. Part not available on your site. I removed the board and when I turned it over, I found that one of the contacts on the relay had blown out the solder. I cleaned up the lead and the hole in the PCB and then resoldered the lead. Works fine now. BTW, the relay is no longer available either.
