John R Pinson , AL December 07, 2018 Appliance: Model GE GLD5604V00WW Water not getting hot Dishes were coming out wet and greasy so thought the heating element may have been burned out but it tested positive for continuity. Replacing the thermostat fixed the problem and dishwasher heats and creates steam like it should. Testing the continuity on a multi meter won't tell you anything because a broken thermostat and a functioning one both test 0 for continuity at room temp.
