Unplugged stove shut off gas supply. Removed top off stove and removed igniter/gas orifice housing buy unscrewing gas line. Installed new parts plight stove back in turned on gas and both issues look to be fixed. I did have to splice the electrical connector for probe as it was different than the original.

After replacing the burner twice and verifying the fuel holes and orifice was not blocked, we fixed the problem by replacing the wiring harness P/N: AP3965774. That and making sure the burner was tightly screwed into the range base to ensure the correct spark gap.
