Charles, If you have 240 at the terminal block i would say split the lines and see wich leg you are missing the 120 on.Disconnect the blue and red wires from heater so that you don't read the same voltage.Your red is coming thru the motor and blue is coming thru your fuse and thermostats.If red wire is the missing voltage and you say you checked the switch on the motor then your breaker is weak i would suspect.
