I inspected the drain lines and drain filter. I inspected the motor, and it was not locked. I ordered the drain pump. Just because it was the cheaper between the two parts, drain pump and pcb board, and it did not fix the problem, so I got the pcb board, and it did fix the problem. For you folks having the same problem, here is the way you can check your drain pump motor and save yourselves some money. I had ordered a repair manual. I did not get it until several days after the parts arrived. My wife wanted the washer to be fixed, so I could not wait for its arrival. First, I checked the drain pump by connecting it to 120VAC external source and pump runs. Second, I checked for 120VAC on the drain pump's connector during spin cycle and got 0VAC. Third, I had to rule out that it wasn't a wire harness problem by doing a continuity check between the pump's connector and the controller board. Continuity between the wires are fine.
