This is a rubber or elastomer damper that supports and isolates the evaporator fan motor inside the refrigerator. It absorbs vibration from the motor to reduce noise during normal operation. Replace this part if you hear excessive buzzing, rattling, or vibration coming from the freezer section, which often indicates the damper has hardened or deteriorated.

It took me some painful and careful prying with a plastic putty knife (I did not want to damage anything with a metal putty knife) and some struggle before I was able to remove the dispenser cover.
