Contacted GE and talked to a rep- after describing all the steps I had taken following the manual and explaining that the broil and bake buttons worked for turning the LOC mode on and off, and that the LOC mode was definitely off because I was able to set the Self Clean, she indicated I needed a new Control Panel. After offering to setup an appointment, I just got the part number and found it at AppliancePartsPros (who I had dealt with before). The part was $80 cheaper at APP and their guidance...
